Kemenhub Attended The 22nd ASEAN-Japan STOM Leaders Conference

The Ministry of Transportation has attended the 22nd ASEAN-JAPAN Senior Transport Official Meeting (STOM) Leaders Conference, which was held on June 25-27, 2024 in Nagasaki, Japan.

Otto Ardianto, the Special Staff of the Minister of Transportation for Finance and Funding, led the delegation from the Republic of Indonesia, accompanied by Fikry Cassidy, the Head of the Center for Partnership and International Institutional Facilitation, as well as representatives from the Directorate General of Land Transportation, the Directorate General of Railways, and the Transportation Human Resources Development Agency (BPSDMP).

"The meeting was attended by Senior Officials in the field of Transportation from ASEAN Member States, Japan, and the ASEAN Secretariat. The purpose of the meeting was to discuss cooperation and share long-term policies and visions in the transportation sector under the ASEAN-Japan Transport Partnership (AJTP) framework," said AditaIrawati, the Spokesperson of the Ministry of Transportation, in Jakarta on Thursday (27/5).

In this meeting, Malaysia, as the Chair of ASEAN's transportation cooperation in 2024, acted as the Co-Chair together with Japan. As one of the delegations, Indonesia expressed appreciation for Japan's support in the development of the transportation sector in ASEAN, which has been ongoing for more than two decades, especially Japan's assistance in the construction of the Patimban Port and the Jakarta MRT. These two strategic projects are continuously being expanded with the support of the Japanese Government.

The construction of the Patimban Port is currently in the second phase of expanding the container terminal to a capacity of 3.75 million TEUs and the car terminal to a capacity of 600,000 units per year. In addition, together with the Japan International Cooperation Agency (JICA), the Japanese government is completing the development plan for the Patimban port backup area. Meanwhile, the development of Jakarta MRT Phase 2 is currently in the construction phase, and Phase 3, which is the east-west line, will begin groundbreaking in August 2024. Indonesia is also highlighting efforts to advance the logistics sector through several activities carried out in collaboration with Japan, namely: a) Cold Chain Logistics Workshop; b) Policy Dialogue and Workshop on Cold Chain Logistics; c) the 19th ASEAN-Japan Expert Group Meeting on Logistics (AJEGML). "At the same time, Indonesia expresses its support for gender equality by continuously increasing the participation or involvement of women in the transportation sector. Other forms of support include providing special public spaces such as dedicated parking areas and special public transportation services such as buses and train cars," said Adita.

In addition, Indonesia proposed that Japan organize Vessel Traffic Service (VTS) Training Courses at the Supervisor level, as well as VTS planning training with Analysis and Risk Management. This proposal received positive response and support from Thailand. Indonesia also proposed a study on compulsory pilotage areas in the Malacca Strait. Furthermore, the meeting also commemorated the 50th Anniversary of ASEAN-Japan Friendship and Cooperation, where during the 50th ASEAN-Japan Commemorative Summit, leaders adopted two outcome documents, namely the Joint Vision Statement on ASEAN-Japan Friendship and Cooperation Trusted Partners and Its Implementation Plan. Lastly, the 22nd ASEAN-JAPAN STOM Leaders Conference welcomed the deliverables and new initiatives for the 22nd ATM+Japan meeting, which will be endorsed by the Ministers of Transportation of ASEAN Member States at the 22nd ATM+Japan meeting in November 2024 in Malaysia. "Indonesia hopes that with the agreement on these outcomes and initiatives, it will bring positive impact to ASEAN Member States in the transportation sector, to reduce carbon emissions in the ASEAN region and improve maritime safety in Indonesian waters and the ASEAN region," concluded Adita.
