Poltracking Indonesia: Persepi Ethics Board Unfair

The Poltracking Indonesia survey agency has expressed concerns regarding the fairness of the ethics board of the Indonesian Public Opinion Survey Association (Persepi) in its explanation of the differing electoral survey results for three candidate pairs in the Jakarta gubernatorial election, as reported by the Indonesian Survey Institute (LSI) and Poltracking.

"Persepi only addressed the examination of the methods and implementation of LSI, which can be analyzed effectively. However, it did not clarify how and why these methods and implementations can be analyzed in such a manner," stated Masduri Amrawi, the Director of Poltracking Indonesia, in a statement on Tuesday, November 5, 2024.

Masduri revealed that during a meeting with the Persepi ethics board, it was disclosed that LSI had replaced approximately 60 primary sampling units (PSUs), which constitutes 50 percent of their total survey PSUs for the Jakarta gubernatorial election.

"We believe it is crucial to communicate this to the public, as the replacement of PSUs has implications for data quality," emphasized Masduri. He noted that Poltracking Indonesia had submitted 2,000 survey data points related to the Jakarta gubernatorial election to Persepi.

The ethics board subsequently requested the raw data from the dashboard, which Poltracking provided on Sunday, November 3, 2024. "The ethics board expressed their inability to verify Poltracking's data, despite the fact that we have clearly submitted all requested data and provided detailed explanations," Masduri remarked.

Raw data has been submitted. The ethics board has requested the raw data from the dashboard to facilitate a comparison with the data that has been provided from the outset. We have already submitted everything, he added. Poltracking stated that they were only asked to provide additional information if necessary, which they fulfilled by October 31, 2024.

"There was no specific request for the attachment of raw data from the dashboard," Masduri revealed. He emphasized that Poltracking's survey was conducted entirely through a digital application, in contrast to the manual paper questionnaire method employed by LSI.

"The electoral results for the three candidates in the Jakarta Pilkada from Poltracking Indonesia cannot be equated with those of LSI, which compares printed questionnaires and raw data," he explained. He further noted that they do not understand the distinction between the initial and final data referenced by the ethics board of Persepi. "We have complied with the ethics board's request regarding the raw data from the dashboard. There is no difference between the two sets of data," Masduri stated.

Masduri also underscored that Poltracking has adhered to all Standard Operating Procedures (SOP) for surveys to ensure data quality. "We have presented and explained this to the ethics board," he concluded.
